Jinħareġ il-permess għal żvilupp għal ambaxxata Ċiniża f’Pembroke

Il-Bord tal-Ippjanar fi ħdan l-Awtorità tal-Ippjanar illum ħareġ il-permess biex isir żvilupp għal ambaxxata Ċiniża ġdida fi Triq Suffolk f’Pembroke. Is-sit ikopri 19,115-il metru kwadru ta’ art rurali.

L-ambaxxata għandha tinbena fuq art mhix żviluppata f’żona mdawra bid-djar u bl-iskejjel.

L-iżvilupp jikkonsisti f’sitt binjiet li jħarsu fuq ġnien ċentrali. Waħda mill-binjiet se tkun dik prinċipali tal-ambaxxata, filwaqt li l-oħrajn jinkludu gym, faċilitajiet għall-Konsulat, u anke binjiet anċillari residenzjali għall-ħaddiema tal-ambaxxata.

Disa’ membri mill-Bord tal-Ippjanar ivvutaw favur dan l-iżvilupp u żewġ membri biss oġġezzjonaw għalih.

Stqarrija tal-Awtorità tal-Ippjanar tgħid li minkejja li xi wħud mill-binjiet tal-ambaxxata se jiskorru l-limitu ta’ kemm għandu jkun għoli bini, il-Bord ikkunsidra l-art li tkopri l-binja tal-ambaxxata tnaqqset u li l-maġġoranza tal-istrutturi li jaqbżu l-limitu huma features tal-arkitettura “li jikkontribwixxu għall-element tad-disinn tal-ambaxxata.”

Il-Bord ordna li jitħallsu €477,875 bħala kumpens għall-impatt li se jkollu l-iżvilupp. Dawn il-flus, qalet l-Awtorità, għandhom imorru għall-Fond tal-Ippjanar tal-Iżvilupp jew għal xi proġett li l-Kunsill Lokali ta’ Pembroke jaqbel miegħu flimkien mal-Ambaxxata.

Ħafna residenti u anke nies minn barra Pembroke kienu ffirmaw petizzjoni kontra dan l-iżvilupp.

In a local plan approved by the government in 2006, the area now earmarked for an embassy, was allocated for the development of three-storey high maisonettes and flats on the condition that mature trees found in the area are safeguarded. Despite the area being close to a Special Area of Conservation (see next point), some parts of the proposed Embassy will rise up to 5 floors.3) ERA has stated: “The site lies c. 280m from the Special Area of Conservation… protected under the Flora, Fauna and Natural Habitats Regulation”. Protected flora and fauna in the area include the Hedgehog, Scilla sicula, Bees and Aleppo Pines. The proposed project would include the felling of protected trees.4) New or alerted vehicular access: Transport Malta has stated: “Access from ‘new’ street is considered dangerous. Such access/es shall either be shifted to Suffolk road or include an adequate lay-by, or any adequate measures avoiding tailbacks or any stationary waiting vehicles in this road. Such stopping of vehicles is totally unacceptable.”5) Security reasons: An embassy close to schools can be a security threat to children, the elderly population of St Patrick's and St Andrew's area, as well as to all the residents of Pembroke.
