There are those who argue that we should lock inmates up and throw the key away while there are others who argue that inmates should be reformed.

What about the victims of crimes? How shall we help those victims of violence? One however finds themselves asking why the perpetrator behaves in such a way. Why do they hurt others? Can criminals be victims too? Does it justify the acts?
