Embryo Freezing: President signs out of “loyalty to the Constitution”

President Marie-Louise Coleiro Preca signed the bill which amended the Embryo Protection act which provides for the freezing of embryos. The President said that she did this out of  what she called ”loyalty to the Constitution”. In a statement, sent to Parliament, the President said that she signed the Act as submitted by the Government.

She explained that this was done in respect and loyalty to the democratic process and the Constitution, which does not confer any further legislative powers, except to sign the law after being approved by Parliament.

President Coleiro Preca said that she is also bound by the Constitution to act on Government advice or by the advice of any Government Minister, and in the event of an agreed draft by Parliament, she is obliged to sign without delay.
